The FIA opinion was that he didn't, the telemetry didn't prove anything either way, the opinion of many racers up and down the pits was that he did, and his actions during and after the race, and since are not those of an honest man. He is either guilty, or **** scared of vettel, because he can't even look in Seb's direction without shuffling his feet and generally looking extremely nervous and uncomfortable - like the school snitch who suddenly finds himself in the same classroom as the guy he grassed on for smoking behind the bike sheds, and waiting for the return punch
It may be the race leaders responsibility and right to set the pace of the race behind the safety car and to bunch up the pack if he see's fit or has the desire however NOT in a way that catches people out by surprise and that's exactly what Lewis did. Maybe he didn't brake (even though there IS conflicting evidence and stories that he did brake) and maybe he was still in the range of what is accepted speed (even though conflicting opinions that it was slower than typical) and Lewis did do it in a place that was almost blind and most certainly unexpected. He is certainly in part responsible. He may by all technical aspects have not broken any rules however was an instigator of the negative situation.
