If you needed to acquire the services of a true nut and bolt expert in the United States on the 328 (both mechanical and cosmetics), who would you turn to? I understand that these may be two separate people, given that some mechanical experts are not always the most knowledgeable on the cosmetics. If you don't feel comfortable including names within this thread, please email me. Thank you.

Tim Stanford Ferrari Service in Ft. Lauderdale. He's serviced mine for 18 years, and has one himself that earned a trophy at Cavallino.
For the rest: Luc of C'est La Vie in Davie.
They both have serviced and restored countless 328 (and others.)
This forum is filled with their testimonials!

Brian Crall owns a 328 for years. He also judges these cars so he is both a mechanical and cosmetic expert on the 328.

You might want to find a car first and then ask for details of nearby experts as bizarrely what you seek may be harder to find than for the older carb cars of the 60s

You might want to be a tad more specific than "somewhere in the US". ;)

IAB in Wayland MA is okay for coachwork fixes.

Competizione & Sports Cars in Gathersburg, MD is okay for mechanical work.

Lots of okay shops in Texas, I hear, although I haven't used any of those.

Thank you for the information, gentlemen. Your advice confirms what I've heard from others. I didn't specify geography for two reasons:

    - I don't have the right car to have inspected yet. I'm looking, but I want to be prepared ahead of time when the right car surfaces.

    - This will be an important acquisition for me. I'm looking for the best knowledge. If need be, I would fly them in from anywhere in the country to advise me, regardless of where they or the car are located.

The 328 is the "Camry of Ferraris". ;) They aren't all that rare.
So there'll be lots of shops that can do a PPI, wherever the car is located.

But no PPI will guarantee that you'll have several problem free years, when buying a 30 year old car.

In the "be prepared" category, first find the shop where you'll have it serviced, and then look for a car.

Nothing is more frustrating than owning a car you can't readily get serviced.
    And Italians require regular service.

Besides: if you become familiar with a local shop, they might help you find cars for sale.
