Took my 599 for annual service and health check and they flagged up an issue with the front brake rotor citing it was 30% worn, pin missing from bell and two small chips. what exactly does it mean? Does it mean a new rotor of can the "pin from the bell" be replaced?

I have a smashed front disc/ rotor from a 599. The insides are fine. happy for you to have whatever you can use from it to restore your missing bits.

30% worn is just an observation to advise you of the remaining thickness. You need to check manufacturers specs to see what is the min thickness allowed.

As for chips , it usually refers to any deformation / missing bits on the rotor which could be like a chunk taken off.

Thanks for the offer, I feel like I need to ascertain what the item I am looking for actually is as I am in the UK as shipping a rotor may not be so easy, best make sure

I am attaching a jpeg image of the offending item my dealer says is missing and wants $7K to replace. Does anyone recognize it? Is it for example an integral part of the rotor it? What is its purpose? Does it not being there make the car unsafe to drive?

The bolt has snapped off that attaches the rotor to the alloy bell, these bolts are installed by Brembo and should not be slackened ,swapped and re-torqued . Minimum thickness is not as important as the weight of a CCM disc .under braking the carbon comes out of the disc making the disc lighter rather than thinner .
