Don't know enough about this particular car, but I do find Hyman to be on the high end in terms of valuation, so they must know something I don't. Have an indirect connection - I used to work with his sister-in-law. I'd always talk to her about Mark and his appearances on TV...
It's not a factory sanctioned car--it is a rebody not done in period and not the most beautiful Ferrari IMO. Built on a used(probably crashed) chassis.
As a piece of the puzzle, Luigi Chinetti was a significant member...I just thought it would be more nostalgically collectable... A nice Coupe is 1 million..and a nice spyder almost 3.
To the original question why not more: Not a factory custom Not the original body as built by the factory A design that is less successful than the Pf design. (I have a suspicion that Lou was behind this design and it suffers the same as some of his other work - not quite right in 3 dimensional form/proportions) But none of that precludes this from being a very interesting car that I would not mind having. Now there is the similar coupe that was built as a race car and entered for LeMans.
You need to separate Luigi Chinetti the racer and NART entrant from Luigi the purveyor of Ferrari trying to sell cars. Repeatedly Luigi found ways of recycling cars that had run their course. Sometimes it was taking an old race car and giving it a new body and selling it of as "special". For Luigi this got new value out of something that no one wanted anymore. Other times it might be something that was crashed. Think of it as an angle of how to make new out of old inventory. It may also have been a way of utilizing all the Chinetti connections in Italy, many the same as Ferrari themselves use, but without having to cut Enzo in on the profit.
Different it is...Hideous not.. It has styling technique cues from later manufacturers imagine pulling into your local Cars and coffee on sunday morning in this thing! Hey! WTF is that ?

Yes, very much so. Jr. fashions himself as a designer. But, Sr. was still part of the recycling of cars to make them saleable again.
I've never seen a "design" from Jr. that I liked, and some were much worse than what we've just seen here.
Oh yeah!! that was one of a few I was thinking of. I remember when he had that thing made. Thought it was awful then. I think two or three were built, but I hope my memory is wrong, and that F-parts were only wasted on one.
