there are so many races in a year now that I could see Hamilton or Vettel catching MSC in wins when its all said and done
Back in the '60s there might be 20 F1 races in a year, but more than half (usually about 11) would be non-championship races. There haven't been any of those since around 1983.
Nowadays, I think it would be difficult to get the participation of all the teams to participate in GPs that are not part of the championship. What would be the incentive?
There was little or no money back then, so they did it just for the glory. Even the non-championship races typically had full fields. Unfortunately, some drivers, like Jo Siffert, paid the ultimate price.
But in those days all the teams didn't participate in those non-championship races. It was mainly locals teams with a few big names. They could have some sort of Formula 1B championship using a 3rd car and allow test drivers the chance to race as well as having one or two joker seats with a current/ex driver and they could test all their wacky ideas there instead. They could join forces with GP2/3 or another race series to fill the rest of the time.
At some of the races, that was true, but at others, all the major teams did participate.
