Hmm it was kinda odd. It looked like his left cleats caught the turf a foot or so prior to hitting the ball. I saw those black beads fly up which normally you only see when a receiver drags their foot near the sideline so the sideline judge can tell if they had 2 feet down.
No, go watch the replay again. He completes the kick and a second later he grabs his ham. His leg moves smoothly. All kickers are gonna drag the ground a little.

I think that was largely due to Luck finding his rhythm after nearly two years of inactivity. He's in rhythm now, though!
Houston has a TON of injuries at skill positions, I was not surprised and that is why I picked Indy to win.
