Just reading about these rules makes it obvious why F-1 is sooooo boring and viewership is declining as the leadership has lost direction with all of these sporting regs….sheeez...

totally agree, F1 is lost in the fog.

Lot of money in it for the FIA to keep fining drivers and teams. What concerns me is why SF keep getting bogged down in constant misdemeanours with ex Ferrari officials leading the brigade.

Either someone at SF is not playing with a straight bat or the FIA is playing hardball with them. What Liberty & the FIA do not realise, Ferrari is bigger than the sport.

The final points tally in Lewis' 2019 Championship gave him a lead FAR MORE than the points delta reflected in the amended Canadian GP result.

    Exactly !
The penalty inflicted on Vettel at Montreal didn't play any role in determining the championship winner.

It's still cheating and just proves how biased the championship was, these "small" gifts all add up and make a big difference in the end. Having the Stewards and the FIA in your pocket can go a long way in f.1.

    https://www.autosport.com/f1/news/147459/the-fia-checks-at-centre-of-the-ferrari-controversy

Ferrari found itself at the centre of another technical controversy ahead of Formula 1's Abu Dhabi Grand Prix when the FIA found a discrepancy with its fuel declaration.

Ferrari has been under scrutiny from rivals over its power unit in the wake of several technical directives.

There was then further intrigue in Abu Dhabi when the FIA found a "significant difference" between the fuel amount Ferrari had declared before the race and the amount found in the car.

The incident prompted more conspiracies and questions as to whether Ferrari had made a simple administrative error or not.

Ferrari was then fined €50,000 for the 4.88kg difference between its declaration and what the FIA found in the car.

How Ferrari fell foul of the rules
F1's fuel limit rules mean teams have to declare how much fuel they plan to put in the car for the race.

Furthermore, FIA technical boss Jo Bauer and his team have the right to weigh the cars before and after the race to determine exactly how much fuel has been used - and how that matches up with the fuel-flow meter's reading.

Ahead of the start of this season, TD12-19 was issued to all teams by F1's head of single-seater matters Nikolas Tombazis outlining how fuel measurements would be taken.

Teams have to declare the amount of fuel they intend to put in the car - an allowance which covers the laps to the grid, the formation lap, the race and the in-lap - before the pitlane opens.

This amount of fuel has to be in the car's tank 40 minutes before the race, after which time no fuel chilling will be allowed.

The FIA then reserves the right to randomly check cars before the race, and the car is weighed with a set of "travel wheels" marked by the FIA and with a known weight.

The team will then be asked to drain the fuel tank and the fuel pump is then run to ensure that all remaining fuel goes into the collector.

The FIA then makes sure that there is nothing left in the car.

The car will then be weighed again, and a fuel mass calculated from the difference with the earlier weight.

The fuel will then be pumped back into the car, which will then be weighed for a third time.

The fuel hatch and QD (quick disconnect) will then be sealed so no fuel can be added or removed.

Following the race, the FIA can again choose cars for random fuel checks after the usual parc ferme procedures have been carried out.

The car will be weighed with the same marked travel wheels used in previous checks.

As before, the team will be asked to pump out any remaining fuel, and the FIA will make sure that none remains in the car.

A further weight check will be used to determine that the mass of fuel has been used from the laps to the grid to the in-lap.

The car will then be weighed again.

In the aforementioned technical directive, Tombazis notes that "the difference between the pre- and post-race fuel masses will be assumed to be the measured fuel mass used (which clearly includes laps to the grid, formation laps, fire-ups etc).

"It can be compared to the integrated FFM [fuel flow meter] figures and to the fuel injectors model figures in order to provide confirmation of the validity of these readings.

"Please note that the pre-race fuel mass that gets used for this calculation is either the declared mass or the measured mass if this has been randomly checked."

Tombazis gave a very specific list of situations which may trigger further investigations and/or the team concerned being reported to the stewards.

    It reads as follows:

    1. If the fuel pump-out procedure differs from the declared and documented process, then the team is required to communicate to the FIA in advance.
    2. If a significant volume of fuel is found in the car after the fuel has been pumped out using the above procedure.
    3. If the team fails to make a fuel mass declaration more than two hours before the pitlane opens, or if the declared amount of fuel is significantly different to what gets drained in the event of a random check.
    4. If the comparison between the integrated fuel flow meter signal and the measured fuel mass consumption shows the former to be lower than the latter.
    5. If the fuel mass used for the race, assessed with the car weight comparison, exceeds 110kg, as required by Article 30.5 of the F1 Sporting Regulations.
    6. If software inspections and/or data analysis show significant operational differences between qualifying and the race.
Ferrari fell foul of the first point in Abu Dhabi but there has yet to be an official explanation as to where the difference originated from.

Esteban Ocon made his debut appearance as a Renault Formula 1 race driver on the opening day of the post-Abu Dhabi Grand Prix tyre test, which was topped by Valtteri Bottas.

Ocon replaces Nico Hulkenberg alongside Daniel Ricciardo in Renault's driver line-up for next season and got behind the wheel of the team's 2019 car for the first time on Tuesday.

He clocked 77 laps and set the eighth-fastest time, lapping 2.8 seconds off the pace.

    Image Unavailable, Please Login

That was set by Mercedes' Bottas, who was the busiest driver early on before ending the day with a 138-lap tally - only Max Verstappen (153) and Romain Grosjean (146) completed more.

Each team has 10 sets of tyres to use on each day of the two-day test, with a mix of 2019 compounds and the controversial '20 rubber.

Teams have five different 2019 compounds and six '20 compounds to choose from.

Bottas's benchmark time, a 1m37.124s set on the 2019 C4 compound, was eight tenths of a second faster than the next-best, set by Sebastian Vettel and Ferrari.

Vettel lost an hour of running in the morning with an exhaust issue, but eventually racked up just two fewer laps than Bottas on his way to a 1m37.911s on the 2020 version of the softest C5 compound.

Toro Rosso driver Daniil Kvyat set the third-fastest time, a second behind Bottas, ahead of Sergio Perez's Racing Point and Grosjean's Haas - with all three using the 2020 C5.

Perez and Vettel were also involved in a clash at Turns 11 and 12 at the end of the second straight.

Kvyat shared his Toro Rosso with Sean Gelael, with the Formula 2 driver taking part in the first half of the day.

Gelael ended the day 11th fastest, 4.5s off the pace, and quicker only than surprise Williams tester Roy Nissany.

Sometime F2 racer Nissany's 2020 C3-shod fastest time was 7.6s slower than Bottas, 4.4s slower than George Russell after taking over from the regular Williams race driver in the afternoon, and 3.1s slower than the next car (Gelael's Toro Rosso).

Alfa Romeo brought Kimi Raikkonen's day to a premature end because of a "technical issue".

Russell tops F1's last post-Abu Dhabi GP test day, Leclerc crashes - https://www.autosport.com/f1/news/147481/russell-fastest-for-mercedes-as-leclerc-crashes

George Russell made the most of his latest Mercedes opportunity by topping the final day of Formula 1 post-season testing in Abu Dhabi, as Charles Leclerc crashed his Ferrari.

Williams race driver Russell took over the Mercedes from Valtteri Bottas for the second day of the Yas Marina test and outpaced Leclerc by two tenths of a second.

The F1 rookie, who has been a Mercedes protege for several years, lapped a tenth slower than Bottas's Tuesday benchmark using the 2020 C5 tyre, Pirelli's softest compound - Bottas's time was set on the 2019 C4 tyre.

Mercedes had insisted during the grand prix weekend that Russell's latest test was not a direct comparison with Bottas, who is out of contract after 2020.

Russell's 1m37.204s effort, more than three seconds quicker than he had lapped on Tuesday in his 2019 Williams, was eight hundredths slower than Mercedes' multiple race winner Bottas.

Leclerc went backwards into the wall at Turn 14, after the chicane that follows the second back straight.

The late-afternoon incident caused a red flag and was more costly than team-mate Sebastian Vettel's contact-induced spin on the first day of the test, as Leclerc did not take to the track again.

    Image Unavailable, Please Login

Despite ending an impressive first year at Ferrari with a crash, Leclerc - whose best time was set using the 2019 C5 tyre - remained positive.

"This was our last day of track activity and I believe it was a very useful one for us, in spite of the incident that forced us to stop earlier than planned," Leclerc said.

"We did a lot of tests to evaluate the 2020 tyres in comparison with this year's tyres, and we have collected a lot of data that now needs to be analysed.

"Now we can relax a bit and, even if I'll never forget my first season with Ferrari, I know that soon I'll be raring to get back on track again."

Lance Stroll set the third-fastest time on Wednesday using the same compound as Russell, recovering from a pitlane incident early in the day that was reportedly triggered by Carlos Sainz Jr misjudging the width of his McLaren with aero rakes fitted.

Pierre Gasly was fourth for Toro Rosso and the last driver to lap within a second of Russell, with Sainz fifth - both drivers using C5 tyres to set their quickest times.

Esteban Ocon's induction into the Renault F1 team continued with a much more productive second day in which the Frenchman completed 128 laps.

Ocon, who will rejoin the F1 grid next season with Renault, was sixth-fastest on a 1m38.950s using 2019 C4 tyres.

As well as the various race drivers in action, Pietro Fittipaldi reprised his Haas testing role and set the eighth-fastest time with 2019 C5 tyres, 2.4s off the pace.

Sometime Formula 2 racer Roy Nissany returned for another half-day at Williams, completing just 38 laps and lapping 6.6s off the pace on 2020 C4 tyres.

Williams's recently-announced 2020 F1 driver Nicholas Latifi used the same rubber to lap 3.7s faster.

Looking at this chart, I have the impression that Hamilton is looking after his machinery better than most drivers !
That could be one of the reasons for his success: good tyre management, added to better mechanical sympathy.
