I've spent a lot of time around Azurro Dino recently, and I would be very surprised if this was the same tone. Azurro is more of a deeper baby blue, almost like a sea blue.
AD, no it is paint to sample as confirmed by the owner. See post #4418 here in this thread where he noted it back in May 2019.
