Who are the best or very good second-line drivers who were not world champions? Would this group include drivers like Alesi, Berger, Wurz, Fisichella, Frentzen, Panis, Coulthard, Irvine, Ralf Schumacher, I would incude Berger here since he retired in 1997. Any others?

Basically you could regard them as still doing very well in midfieldish or not top of the line cars but not being 100% world champion material.

In a dominant car several of them could have been WDC particularly Alesi who reneged on a contract to drive for Williams . . . I think that Alesi was the most naturally gifted of those mentioned. Berger on the odd day could match Senna. Wurz looked like an incredible talent until he had a big shunt early on, he was never quite the same thereafter.

Irvine missed the WDC by a small margin.
Alesi super talented but rarely had a car to match.

Finns learn early ;) and he’s so good at facilitating Hamilton’s WDCs that he transcends space and time

Salo gave up a win(it would have been his first and only) to Irvine in support of his run for the WDC. That's as supportive as it gets in my book.
