    I am a novice at this but I believe you can plug the ECU and test the ecu functionality...that is what I am guessing.

    It's generally refereed to as a "breakout box" it allows you an easy way to look at the signals on each pin.
    Not a common way to fault find these days - but has it's value for those who like doing things the hard-way.
