Perhaps owned by Soviet (or Red China) diplomat or ex-pat at the time ? With no CD plaque or plates present, I’m guessing latter.
Hi David, yes it’s just an extension I used to “adjust” bumper brackets to an angle and level necessary to obtain level bumpers. The little paint stir stick sections taped on to bodywork were leveling references when the bumper(s) were slid into place during this “exercise”.
Plates are Swiss dealer license plates of Italian classic car dealer Carlo Perego of Le Mont-sur-Lausanne, Switzerland, at the time. Chromed horses, stickers and stripes everywhere. Marcel Massini
