    Unless the clerk of the course considers the presence of the safety car is still necessary, once the last lapped car has passed the leader the safety car will return to the pits at the end of the following lap.

    He must have felt it wasn't necessary and wanted to get the Safety car in or else:
    1. 48.15 If the safety car is still deployed at the beginning of the last lap, or is deployed during the last lap, it will enter the pit lane at the end of the lap and the cars will take the end-of-race signal as normal without overtaking.

    Yes, it all pivots on that one word - lawyers delight to argue!

    "All": One, some, every, or all without specification.
    Very vague, and open to interpretation - and abuse! Basically it allows Masi to decide how many cars he will let through! I think precedent will be looked at - what normally happens behind a safety car when letting lapped cars through, and if there was a material change in the normal approach. Such a vague rule, when not applied consistently can cause havoc.

    I wonder if this year has made a lot of "bad calls" happen because it is the first time in a long while real competition was had. This is the first year I realized how big of advantage changing tires on a red flag is.

    EDIT: Merc had to challenge. It was just so confusing even as a spectator. I'm in shock really they want to challenge Max passing Lewis though. That one is petty.

    Yeah, pretty pathetic. A restart normally has cars side by side and braking and accelerating can change slight positions momentarily, but when it's truly green there was no overtake by the driver from behind. What a dumb protest.

    I think the clause you’ve quoted is in relation to the authority of the clerk of the course vs the race director. It does not define the authority of the race director to make whatever decision he wants re applying the safety car rules.

    "any" does not mean each and every one (definitively). The correct legal term for "each and every one" (definitively) would be "any and all".

    Yes, Masi has full discretion to allow any OR all.

    Agreed. I'm pretty confident RB would challenge 48.12 if shoe was on other foot. The 48.8 was petty and a sign of desperation!
