They did. But to much has already happened, it makes no sense to try change the actual result. The best they could hope for was a review of the rules so this tripe doesn't happen again.

The cars were forbidden to unlap. They could have started unlapping two laps prior to when it eventually happened. Both Vettel and Alonso stated they didn’t understand why it took so long. If everything was done the same way as normally the race should have restarted a lap earlier. This waiting was in favor of Mercedes who wanted the race to end behind the SC. So let’s say you’re right and things should be done according to the textbook, the race started a lap earlier and the outcome would most likely been the same. To me the big question seems to be why it took so long before the drivers were allowed to unlap. Who made that decision. Was it the stewards or Masi? Did Masi overrule the stewards? Or did he suddenly had enough of Mercedes Influence and snapped out of It? Think it’s good the FIA stats an investigation because something wasn’t right. You say Verstappen had a huge advantage with his fresh tyres. Don’t forget he was still the car behind and had about one or two changes to overtake. All Hamilton had to do is defend. Perez showed it’s possible even on old tyres. With its straight line speed it was even harder for Verstappen to overtake. Simply drs past Hamilton wasn’t possible as there was no drs. And what did Hamilton do? He followed the normal racing line instead of defending leaving the door open for Verstappen.

If all lapped cars had passed a lap before, the race result would be the same. Don't forget that there is another rule where the race director can overrrides previous rules in special situations such as that of a safety car. Since there is an agreement with the teams that the race shall not end under safety car, and time was running out, Masi allowed just the cars in between Hamilton and Verstappen.
If the rules were followed to the letter, the Safety car would come in on the following lap, I.e. the race would end under the safety car. And that rule for the safety car is not for special situations. That agreement from the teams could have easily been solved with a red flag. This was not a special situation. You cannot override the rule book with a cop out. The way Masi handled this was abhorrent. He guaranteed Redbull the win with his decision.

Sorry, but you guys who are crying for Lewis are rooted on a very weak "IF THIS, IF THAT". If Masi had allowed ALL the cars to unlap themselves, the result would still be exactly the same: Max behind Lewis. End of story. The Latifi's crash was not serious enough for a red flag, why on Earth should Masi called for one? Then it would indeed be a manipulation! Lewis lost the race solely on a combination of two factors: 1) Latifi's crash 2) Mercedes decision not to pit for new tires. False man. Listen to the radio during the safety car. Here's a real anal point regarding the safety car and restart. Regardless of the unlapping/not-unlapping/some unlapping/all unlapping debate, at some point the SAFETY CAR IN THIS LAP sign was given. Hang in there with me, now, even though that might have not been following the rules, once that sign is given you can't take it back and the safety car comes in and the race goes on. I know this is very lame, but, think of the race this year or last year when some famous model or somebody waved the checkered flag one lap too soon. Well, that was not proper under the rules, but once the flag was waved, that was the end of the race. Mistakes happen, whether it's following the rules, waving a flag, displaying a yellow (Max losing a pole), changing tires (or not), and etc. F1 needs to clarify some of these rules, clarify the penalties that stewards change all the time, and re-look the penalty if you damage another team's power unit under the cost cap era rules. "48.13 When the clerk of the course decides it is safe to call in the safety car the message "SAFETY CAR IN THIS LAP" will be sent to all Competitors via the official messaging system and the car's orange lights will be extinguished. Yep. And with the lead Lewis had, with Max then also slowed down by SC Delta, he'd come out ahead of Max even if Max didn't pit (the pitlane exit being quite fast here!). It's a Mercedes **** up.
