Nobody knows whom did it. Various theories proposed including US military stationed at Woomera, but no one has claimed credit. There was also a well known artist in Alice Springs (who has now passed away) who was suspected of involvement but he never admitted anything. As usual the local indigenous groups fought over it and made all sorts of stupid claims even trying to stop aircraft from being allowed to fly over it. Eventually it disappeared completely but was “re-done” a few years ago by the local publican.
