I hear you John and yet I’ve been in the double bay place and it’s buzzing with young and old, I just think a little effort from the council could reignite interest in the library and all it potentially has to offer the the community

Public library's are going the way of the dodo... even faster in areas of lower socio economic status , or areas with a younger demographic or with a large percenatge of non english speakers. Magazines sales are down and many people read books using Kindle - so why go to a library ? Hard for a council to invest in a facilty that's not used much.
Depends on the age of the people within an area also ....my Councils area ...Libraries are doing a great trade ..how do I know ..I visit them and by the reserve lists . Perhaps because of all the schools in the area ,packed with students . # Just looked up my own previous numbers of loans just on 3,333. loans out .
Literate, somewhat educated, english speaking boomers are probably the primary libray demographic. That group represents only a small proportion of society.
