Blame the people - long ago came to accept that “it’s people who kill, not guns” so blame the people who are stupid enough to think guns are OK in day to day settings...
I’m amazed that in the USA litigious society that a humungous law suit has not been brought against one of these shooters (or their family in the case of minors) but I guess few have any assets...

In the US, you will find guns at city halls, governor's mansions, local court houses, state legislatures, federal buildings, etc. in the form of armed security guards. I guess the pols/government workers are stupid enough to protect themselves. This is not where you see the majority of mass shootings.

Yes, it's safer if everyone has a gun - that's why war zones are noted for their safety

There was a mass shooting at a movie theater here a while back. The shooter deliberately avoided going to a theater close by that allowed firearms, and drove across town to a theater that didn't allow firearms. So yes it was safer - for him. I realize the liberal mind has difficulty grasping these concepts.
