The gauges are held in via those recepticals to the panel. To remove the panel you don't need to remove the highlighted screws.
It's only the 4 screws - the 2 tabs shown in the photo on the bottom, and the 2 screws that go through the upper holes also in your photo. But, you may need to release or remove the radio head unit first.
Not very easy to remove this panel, correct, in front you have 6 screws, 2 on the top, 2 on middle, 2 under the dashboard.
