Yes, in terms of speed he is a lot better now, it took him half season to get there (20 years ago he would never come that close, but talent is less important now, simulators and telemetry can do wonders for a driver).....but he will never make those last thousands that Charles can pull.
I don't know about that. IMO Sainz is very good, but not great. After all, a great driver would know better than to even attempt a pit stop for just 3 tires!
LOL, but hardly his fault Charles is a driver you can always depent on. Even when he has a poor weekend, it's still a pretty good one pace wise, and they're few and far between. Speed comes more naturally to him.

He's good alright, problem is the current crop of f.1 drivers is very good, There is no shortage of talent there. I would say that at the very top you have Max and Charles, then you have Boygeorge, Lando, Elton, then you probably have Alonso, then Ocon, Gasly, Carlos, Checo, maybe Albon, (Ricci and Seb would be in the second group but right now i don't know where to put them)... I don't think his underrated, With the same car, Charles won 3 races, lost 2 out of reliability issues and probably 3 out of bad strategic calls. sainz won 1 race because the team stuffed Charles. Charles made 7 poles and Carlos 1, so the diference between them is huge in terms of pace. It might not seem much because these days the bunch is much more tighten in terms of gap performance, but the end results don't differ much from Michael/Rubens.
