How can one be sure that overspending is a sound investment for future performance?

It looks rather like a gamble to me.

Would some thing they had at the start of the season in 2020 be included in the 1st january 2021 till 31st december 2021 spending books?

No rules saying you cant go under the budget, Merc have also not broken any rules, If they had, you would be seeing Merc added to the list with Redbull, But they are not.

All teams but Redbull didnt over spend, and the only team that had wins the championship and the previous one with those over spent funds...... Cant get any more Tainted.

Dont thinik the other 9 teams will like a light punishment after Redbull have just lifted the title they have all ( Ok not all ) been competing for while playing with in the rules while the winner celebrates winning by playing out side the rules, celebrating winning two seasons while breaking the rules, and will carry that advantage into next season too.

What if Merc and Ferrari decide to over spend to catch up?
What if the other teams ( Remeber, if a deduction of points happens it could be good for every single driver and team currently behind Redbull, ohh look thats the whole grid LOL ) decided to protest? That could get ugly and harm f1s image and intergrity, We have already seen a few furious, highly critical, and big punishment expecting calls from a few teams......

how can one not? It does not look like much of a gamble to me, Surely if you spend 3.5 mill extra ( Random guessed number ) of a 7 mill budget, how much extra performance could one possibley get with 50 % more budget for two seasons? that is potentially 100 % more development ability to their competitors, Weather or not you like the rules, thats is huge..... that is like a full seasons worth of upgrades in 2 seasons.

This is one of those "I'll pay the fine, and still win."

I bet RedBull does it again in 2023.....albeit they keep it under 5%.

Or Mercedes and Ferrari follow suit.

You're either in it to win it, or you're not.

This is where I get off; I don't consider F1 as an entertainment business, but as a mechanical sport.
So, I am not worried if the audience shrinks.
I hope there will always be a competition to determine the best drivers and the best car, even if the prizes get minimal, and only a few diehards come to watch it.
Liberty can turn its attention to another money making circus perhaps; they were never fan of motor racing in the first place.

Exactly, if the punishment isnt fitting the crime then every one is going to do it, so might as well not have it.
Well it was just as bad as the 2nd, Engines are also excluded. just didnt want to nit pick all the finer details.

Mercedes absolutely exceeded the budget cap. They simply cooked the books and lied to the FIA in their submissions. The FIA based their findings on the results submitted by the teams ... no independent audits or 3rd party reviews (according to the FIA themselves).

YES, Mercedes cheated ... BIG TIME. No doubt about it.

Don't agree? My accusation has at least as much merit as Mercedes' $10M accusations over the past couple weeks ... and is quite likely to be 10x more accurate (literally) :)

Great deflection, i would like to point to the fact only redbull have officially broken it though according to the fia.

5% of budget is around 7.5 mill? I used a random number avalible in that bracket.

First, the FIA based their conclusions on the papers submitted by each team. No audit, no review, no verification. They basically took the word of each team (!). It's an entirely reasonable conclusion that Red Bull was the only honest team.

Second, when Mercedes accused Red Bull of exceeding the cap by $10M, many fans on Fchat embraced that statement as "fact". No evidence, no proof ... no nothing.

(Did I miss the part where Mercedes, last week, recognized that Red Bull's over-spending was NOT on car development, NOT on upgrades?)

Again, my accusation ... Mercedes cheated ... has at least as much foundation as other accusations embraced as "fact".

No its doesnt, its just an opinion, the FACT is, only one team has broke it, that is FACT. Merc are not on the list, that is also FACT.

If they spent over on toilet paper is chewing gum or party poppers is irrelevant, they went over budget, they should have cut spending on development, design, or what ever, it really is irrelevant, priority should have been to meet the target, like their competitors who thought they was supposed to be competing fairly, who sacked co workers, who are likely friends, with kids and what ever, just to comply, stopped bringing upgrades and so on and so on...

As a Ferrari fan, i am more concerned about ferrari being cheated out of a drivers and constructors championship because redbull overspent while we went out of our way to stay under it.

What happened last year is irrelevant to me, but does add an extra obelisk to that asterisk. I cant help it if i dont like the drinks company and max.

You said it all with your first and last sentences.

That's the problem when you are emotionally attached to a team.

It doesnt, we know that, check ferraris past sending.. But with fine margins and all that a budget of 7 mill is certainly going to find less performance than some one spending ( speculative speaking ofc as no figures have been officially provided yet) than some one spending 10...

As a fan of ferrari. Ofc, its not a choice, but a way of life.

I would guess the team them selfs are not happy either, am sure we will find out in the next few weeks.

Let's be honest, money (or the lack of) wasn't Ferrari's main problem this year. The car was on point and so were the drivers (well, most of the time - I think Charles, despite his talent, cracks a bit under pressure and that is costing him points).

The strategy team on the other hand...

Also a FACT: no independent audits or 3rd party reviews of the accounting in question. The FIA is simply taking the teams' "word for it"

Red Bull said they (Red Bull) exceeded the budget (by less than 1%) on catering. After falsely accusing Red Bull of over-spending by $10M on car development, Mercedes said they (Mercedes) didn't exceed the budget on catering.

That's the essence of this "monumental issue"

Car development isn't even part of the debate.
