what is this?

It might be one of the hinge pins that helps to secure the battery cover in the passenger side footwell. The top of the cover is held in place by screws; the bottom has little pins that slot into a bracket behind the cover.

 

Its the emergency crank handle.

I assumed you were referring to some sort of emergency window crank - - and spent an embarrassing amount of time trying to figure out where one would use it in the car

Anyone after years of 360 ownership accessing the battery and putting on the charger have become very familiar with this little do-dad.
