FP1 starts in 16 hours time provided the track is not too wet.
So F3 practice is on already. Here's a question/suggestion: F1 is obviously the star of the weekend, so...lets say FP1 for F1 is rained out, they should have enough radar available to see that coming. Why not swap F3 and F1 around?

why would the qualifying penalty not be applied to the sprint race? what’s the point of racing for position in the sprint race if penalties from prior sessions show up in the grand prize anyway?
Grid positions for the GP could be determined by the championship order ? We are heading for another farcical weekend at Spa, I feel.
The Sprint Shoot-Out and the Sprint Race on Saturday have nothing to do with the rest of the weekend: Qualifs and GP. That's what I understood anyway.
The Sprint races were brought in to keep the public interested during the whole weekend, nothing more.

But that would only take care of Sunday, right? With this format, we have 1 Qualif on Friday, a Sprint qualif and a Sprint race on Saturday, and the GP on Sunday. Liberty has understood that qualifs and races are the only way to force the teams to get their cars out. The public isn't really interested in 3 practice sessions where the cars spend most of the time in the garages.
