You're not making any sense. 30 seconds was 30 seconds in the 60s, in the 90s it doesn't matter what era it is. 30 seconds will be the same 100 years from now. If the rules change tomorrow 30 seconds will still equal 30 seconds. Ask Norris under what rules would he like to win by 30 seconds.
I'm sure Norris would pick the rules that aided Mercedes and Lewis to win their WDC and WCC titles from 2014 thru 2020 as opposed to the current rules(2022 and 2023) because the current rules are not holding any of the teams back as opposed to the rules from 2014 thru 2016 that did hold teams back from advancing. I must be missing the point you are trying to make. If Max said 60% of the drivers in 2019 could win in that Mercedes, of course he is going to include himself in that list unless you think Max believes he is a bottom 40% driver. And that makes zero sense.
I'm not trying to dispute or agree with whatever point you are trying to make, but 30 seconds in the 60s, 90s, 2020s, etc are all different because it's relative to the competition. Back in the 50s and 60s drivers would win by minutes. No days were tenths matter, 30 seconds is huge.
