The problem is that for most of the 92 in question deportation is not an option. They are stateless as most were so bad that their own country won't have them back or, and this happened a lot with Taliban war participants, they destroyed their documents and claimed to be Pakistani. Now neither country will take them and no third party country will have a bar of them. Hence why they were in indefinite detention.
