Your understanding of economics is abysmal. Your government may build infrastructure without directly passing the cost for that item to you, but it means other costs you bear are not subsidized to the same potential they could have been. You pay for everything, even if it is not denominated in currency. Nothing is free, not even love.
To a large extent the rest of the world paid for UAE's "free" roads. There was so much money from their oil, that their economy could run without an income tax. UAE was smart so it has been diversifying and has become less reliant on oil. Even so the drop in oil prices has caused them to have a deficit. While there is still no personal income tax, they recently instituted a corporate profits tax of 9%. The gravy train is coming to an end. In the US, Alaska also makes a lot of money from oil and Alaskans get an annual dividend from the oil fund just for living there for more than a year.
