This is just a guess on my part. He was not being intimidated into a plea deal and the decision was made the case was not worth limited department resources to pursue. Probably offered to provide their materials to victim to bring civil suit.

I do not know how someone can go into a pigsty like that and pay its inhabitant money to fix their car.
