Does the flap move up when you press the recirculate button (car running)? Does it move down or stay up when you turn off the car?
I don't know if this is normal or not but on my car the flap stays in whatever position it was when the car was shut off - i.e. if I had it in fresh air mode, it will stay down and if I had it in recirculate mode it will stay up.
