this is a spectator sport, the crowds matter a lot to the promoters, sponsors, manufacturers…

Penalised on which ground?
Even if it's ridiculous, he broke no rule.
The issue is with the current cars that cannot overtake others no matter how slow they are; with smaller cars it would be impossible to prevent following cars to overtake without making moves that are explicitly forbidden.
