What about "impeding" ? That is used during qualifications. Deliberately driving erratically, and below the capability of a car to frustrate followers, is totally against the idea of racing.
being ahead of another in an actual race is not considered impeding. But you are on to something. Tell lead drivers to hit minimum lap times for the race in Monaco. Rest will follow.

Impeding is similar to ignoring blue flags, it's for situations where one is supposed to let faster cars pass - when racing in the same lap, one is not supposed to let following cars pass. If they are faster, they should be able to overtake; changing lanes to make overtaking impossible is forbidden, but the problem is that, with the current cars, it's impossible to pass on a track like Monaco, no matter how faster the car is (basically with the current rules, cars are just unable to overtake; the DRS has been implemented as a workaround but, apart from not really addressing the root causes, it does not work on tracks without long straight sections).

I think the race venue is wonderful. It's the generation of cars that are big and bloated. Not unlike today's daily drivers - bloated bread boxes. Cars of yesteryear just look so much better to me. On-track overtakes happen in Monaco, even in the smaller cars. I believe in 2003 and 2021(only 2 years) where there were no on-track overtakes. Now the frequency of on-track overtakes in Monaco is really small when compared to other tracks on the calender.....and this is just about every era in F1. So do on-track overtakes happen in Monaco? Yes.....it's just not that many regardless of the era.
I think that braking too early, changing trajectory at random, and deliberately slowing down for no apparent reason just to prevent the following cars to pass should come under scrutiny. What Albon was doing today was plainly obvious. He was pushing his followers at fault by playing mobile chicane. That's not racing, but taking team solidarity to another level. Albon wasn't driving normally, he was preventing faster cars to overtake him, as pârt of a team strategy, I think. At times, he was "brake testing' his followers, then speeding until the next corner before they recovered from taking evasive action. That's a form of intimidation, and it could become dangerous. Russell got penalised because of it. He repeated the move several times, using the characteristics of the track to prevent passing. You don't see a problem with that ? He was sacrifying his speed to protect his team mate's position: a proper "rear-gunner" job, IMO. A driver is supposed to race to the best of his abilities.
Norris had a full car length at the start line and in the inside track. Hard to pass unless someone makes a mistake. The shortest way around the corner is from the inside.
