Is it possible to replace the front shock actuator gear in situ, or will I need to remove the shock assembly?
LOL.....Mike, you gotta give a bit more to chew on......the passenger side in below a bank of relays and even with those positioned out of the way I can't see how I can get any tool in there to either remove or install that little roll pin?
Perhaps the headache of attempting to get in there and contort whatever tools and hands are needed would be remedied by removing the entire shock assembly? Shock removal does not appear that difficult?
I’ve removed the front passenger side gear using a 90° pick tool and tack hammer. Once the role pin protrudes, it can be slid out using small side cut pliers. Installation of the roll pin, needle nose pliers to get it started, then 90° pick tool and tack hammer. Of course AC relay support needs to be removed as you mentioned. Have bandages close by to stop the bleeding.
Mike my talents pale to yours.....lol.....big hands, poor eyesight, and lack of band aids force me to go to plan B. I gave it a good try, but there is no way I can do this in situ. Shock removal seems simple and straight forward? Any tips or tricks?

Upper A arm doesn’t need to be removed at all. You need to work on something else if it’s not clearing.
