Can you please clarify, you're looking to buy a 308/328 that has already been upgraded, or you're looking to buy a 308/328 and have it upgraded? Two very different scenarios! There are a few owners here with upgraded cars, one of them changed hands last year, but that's very rare. If you want to have one upgraded, that's far easier!

Vendors to start with in the US:
Nicks Forza Ferrari at https://www.nicksforzaferrari.net/ - they do engines that upgrade to 4 litres and more than 400 hp, 700 with supercharger.

A shop in the UK that has received positive press recently is Moto Technique, https://www.mototechnique.com/home, they do restomods including larger displacement more powerful engines etc.
