    I am considering getting a 1984 512i registered in CA, but do not know yet if the federalization papers are with it. Does anyone know if there would be a problem registering it in Washington?

    First of all, you should absolutely get the proper documentation for the car. If the seller can't provide it, you can still get it from DOT (search for "Dick Merritt" and you'll find his contact info-- not only does he work for DOT, but he is one of the founders of the Ferrari Club of America). If the seller can't provide it, even if you get it from Dick, you should still use it as a negotiating tactic for a lower price.

    If it wasn't legally imported, I'd find another car. Boxers aren't all that hard to find, and even though it's true that many Boxers (anything over 30 years old, so 1978 or earlier) can be imported without doing any EPA or DOT mods at all, they still need to be legally imported. The Boxer section here on F-Chat can be very, very helpful. Even searching on the serial number here can sometimes turn up some interesting discussions.

    Generally, once the car is plated and titled in a state, getting it plated and titled in another state is pretty easy. I don't know about Washington specifically, but it sounds like Roy does.
