    I came home tonight and opened my Vista OS laptop and it was frozen on the blue/green background before the login appears. I reset it and then it reset itself. Then it had another crash but let me boot in safe mode. Now trying to download the Malicious Software Removal Tool from MS site, and it has taken 1 hour to get 1 megabyte...

    EDIT: Just tried the MS "OneCare Safety Scanner" and it fails with error 0x0c600C03 . I'm pretty ticked since I just wiped this computer and did a fresh install of Vista last month, took two days to get running again.

    Ryan,

    Doesn't sound like you have Conflicker, and the error you are receiving is a known issue with OneCare.

    Check out this link, unfortunately there is a laundry list of solutions.

    I'd see if you can just uninstall the thing and and install AVG or some other free antivirus utility.
