I'm looking into moving from a 308 to a 348. The theads here are great but I'd like to understand if people think the early 348 electrical problems would have been corrected by now or do people think I could be heading into troubled waters?

Most of the bugs in an early 348 should have been sorted out by now, as with your 308 going through the connections making sure none of them have corroded is a great way to ensure you have fewer problems, just make sure the aircon control unit works properly

Something that may or may not be sorted on an early car is the alternator. The 348 came with a Delco part for the first few years which is pretty bad by all accounts (personally I think they are rubbish from 2 non-Ferrari 'side of the road' experiences).

In 92' ish they replaced it with a much more relaible Nippondenso unit and an upgrade kit was available from Ferrari to change earlier cars (not cheap).
