Does anyone know the true definition of what an 'engine change' is ?

In nascar, it used to mean you could change anything BUT the block, so I am just curious as to what internals you can change in F1 and not have it be technically an 'engine change' ?

Don't know for sure, but I'm pretty sure it's a full change. It's easier to unbolt the whole engine and attach a new one than to tear it apart and search for the bad parts.

I think they're allowed to replace anything considered "external", such as drive shafts, suspension pieces, and probably transmissions.
