    Does it terminate at the courtesy light or the bump switch? difficult to see the end... although black was as a grounding color

    It looks very much like one of the cable loom grounding wires. Check the resistance to ground, that could indicate if it is a ground wire (Low / no resistance to ground). Most likely this wire needs to be pulled into the trunk and attached to a ground terminal around the ignition (there might also be a termination point in the engine room). Sorry for all the guess work, maybe someone with more accurate knowledge could join in.

    The wire is too short to make it into the trunk. I am pretty sure it is just a ground wire and I could probably ground it anywhere but I don't see a grounding stud anywhere within it's reach. I will double check again today.
