This is due to "color opponency," which comes about because of the way in which neurons involved in color perception are organized. In the retina, rods are responsible for seeing "brightness" while three types of cones are specific for seeing red, green, and blue. However, we don't see things by analyzing activation of the three colors. Instead, the colors we see are produced by three opposing processes: dark vs light, red versus green, and blue vs yellow.

So, when you stare at a colored image for long enough, what happens is the neurons responsible for seeing that color become fatigued. Then, when you move your vision to an image without color, the opposite color is unopposed, thus causing you to perceive the opposite color.
