Is the dealer correct in saying the oil and filter does not need to be changed every year regardless of miles, that is is in fact every 2 years or 12k miles? I have never heard this before.

That's the way it has been with my 2019 Portofino. Ferrari has an algorithm that looks at miles, time, etc. and decides.

Interesting, my dealer said every year, no big deal since it was still under the free maintenance program.

They are right that time does not degrade oil so it would not be a stretch to do 2 year (12k could be high depending on driving habits). However don't be surprised if they recommend 1 year once it's your turn to pay.
2 year intervals where being implemented by several manufacturers many years ago but dealers made them an offer they could not refuse...
