Just recently I noticed when turn my steering wheel it sounds like something is rubbing. Almost like metal rubbing on paper. Its hard to explain. It sounds like its coming from just under the steering wheel itself. Any suggestions i'm a little perplexed as to what is causing this.

It could be the horn wire rubbing/shorting on the boss. Mine made that sound before the wire and connector started shorting against the boss enough to cause the horn to sound on right hand turns. The crackling noise is the connector sparking.

If it is an issue with the horn wire is it any easy fix by pulling the horn button off the wheel and correcting or is it more involved? Thanks

Depends where it is touching. As you can see in the photo below, the wiring comes through a whole in the casting which is secured by the notched ring nut. My problem was inside the boss so I needed to remove the nut. It's trivial job once you have the ring nut socket and a puller.

PO of my old car installed the steering wheel spacer and it made a rubbing noise which went away when I removed the spacer.

I doubt its a spacer. It just started the other day. I wonder if there is a way to check the horn wire by removing a fuse and seeing if the crackling stops?? Just a thought
