Has anyone lowered the steering in their 400? I can not find any mention in the service manual to raise or lower the steering wheel. Any thoughts?

A couple of guys have made very minor adjustments by loosening the mounting bolts under the dash but the bottom line answer to your question is "no you can't".

I lowered mine a few years back.
    I prefer a lower wheel.

On both sides of the mount there are bolts in slots to adjust the height.
Mine is a 85' SII so I'm not sure if the other versions have the adjustment.
