Vacuum Reading on 308 at intake Best place to take reading?

    Well, I thought I would take a vacuum reading on my 85' QV. My brakes seemed to not be as sensitive as on my other QV so I thought maybe lower intake vacuum. I tested at the plenum on the right side the first vacuum line towards the rear of the car. I believe it is the vacuum line for the Digiplexes.
    Anyway, I got 10 in/hg. I thought this was low from what I have got on other cars. I then tested my other QV and it got a steady 10 too. Both when given gas would climb to 15 or so.

    Is this the correct place to test for vacuum and why do they get 10 as this seems low? In most cars that is low and would point to low compression, or valve timing off, intake leak etc. Any info would be appreciated. Thanks.
