I know it is a bit before my time, but I think the attached picture is of the same 'Barry Bucknell' you are refering. I was lucky enough to meet him (and get this picture from him) when he came to my mum & dad's house (when I was a little girl) to fit some wardrobes. I was sorry to learn that he passed away on the 21st February 2003. Tony, fixed IP addresses only apply to large users, e.g corporates with their own permanent internet connection. If you dial in from home then your ISP will automatically allocate an IP address on a sessional basis, which would almost certainly be different each time you log on.
That would depend on wether you run an internal router on your end of your ISP connection. If you have one, and it is permanently on, the IP address lease is unlikely to expire before it is renewed. Also an ISP is at best going to have a class B address (more likely class C), so the DHCP assigned address from them will be from a certain "pool" of addresses with the first two (or three) being identical.
