I read an article on an owner of a 328 updating his ignition to Euro spec and adding a Tubi exhaust. Will this make any real difference? [email protected]

No. The euro 328 made 10 more hp than a North American spec car. I doubt that the differences were just in the ignition. There could be differences in the cams, use of catalytic converters, etc....Say he actually got the 10hp back....would he even notice? Who's to say...and would it be measurable on the track or street?...probably all a big waste of time and dollars. $2300 for a Tubi, probably the same for the ignition, if not more (if purchased new).

Euro cams were more aggressive according to my readings.

The euro model had higher compression. US octane formulas result in lower octane fuels at US pumps.

    Yes -
    US: 9.2:1
    Euro: 9.7:1

That would account for most of the difference (10 hp) I think
