    i'am looking at an 85-308gts-qv from california.

    Were these cars from CA equiped with extra emissions/smog controls that could rob horse power? And if so, can they be removed?

    I'm from the northeast.

    For 1978 and after (I think) all US-version 308s were identical so no there's no special "CA" differences for the 308QV.
