Nothing new. In College Station last fall, the TABC would send young officers (or whatever they are) out to the hotspots and have them act like they were drinking while spotting intoxicated people. After they spotted their victim, they signaled officers and they arrested the person. There was a writeup warning students in the Bryan/College Station newspaper. The TABC said that if they see anybody so much as leaning on a bar, they'll assume the person is drunk and arrest them for PI. There's an organization at A&M called CARPOOL (which I was a part of) and the entire point of the organization is to give people free rides home from bars/parties. When I was there, we celebrated our 50,000th ride in it's short 5 year existance. Well, the TABC and College Station PD arrested somebody for PI while waiting on this service!
how would the charge stick? this is the equavalint of arresting someone for shoplifting before they pass the POS. the potential is there but the proof is not.
