I don't understand the full story, but just interesting that a 290' yacht is involved..

"the 290-foot yacht Constellation has been detained in Panama after the yacht was involved in some illegal underwater exploration in the Galapagos Islands. A mini-submarine which was impounded and her crew was jailed in the incident. The group had also chartered the Panamanian support vessel Cebaco Bay and the mini-submarine from UK based Silvercrest Submarines. The Russians apparently paid $120,000 for a four-hour jaunt around the islands. The use of submarines in the area is forbidden.

Last Friday, the Cebaco Bay was stopped by the Ecuadorian navy off the island San Cristóbal. When the boat was boarded, the crew said that the permissions to dive had been organized by the Constellation. The group on the Constellation denied this and the yacht left the scene but was later detained as it tried to enter the Panama canal. Meanwhile, the captain of the Cebaco Bay has been sentenced to 90 days in prison in Ecuador and the crew has thirty-day sentences.

The main question is who knew what and when. In the article in the Independent, the wife of the sub owner says that he did not know it was illegal and thought that permissions had been arranged by the Constellation and that his contracted stated that the tour organizers would handle all permits."

Look at the yacht in the backround its probably 40+feet and it looks so small next to that mega yacht.

The main question in my mind is what were they doing ?

Just looking for the sport of it is one thing, I can't imagine it being anything else. If they were doing this in the Long Beach or Boston harbor, that might be different.

Right away, I get the impression a corrupt South American country just found its excuse to either take something of value or go for the extortion play.

This may be a stupid question, but why is it illegal to use subs in the Galapagos Islands?

So when Ecuador, a South American country, is enforcing its laws in one of the world's most important bio reserves you think they must be corrupt. The Galapagos islands are becoming more protected due to the huge increase in green tourism. If Ecuador say no subs for whatever reason then it's no subs. Maybe the russians meant no harm but it's their country and they can dictate what goes and what doesn't.

On a different matter, the Constellation is amazing.... what's the daily rate to rent such a vessel.

Any protected shipwrecks in the area?

That Spanish "treasure ship" they started to pull up a while back set some bad history between treasure hunters and local governments.

This could have been a "sting" especially if rangers were supposedly on board.

Does the navy of Ecuador even have a boat (I doubt they have any ships....LOL) that could even stop this thing from buggering off ?

90 days in an ecuadorian jail is enough to make sure I dont go down there and try to use a submarine with no permission.
