Someone correct me if I'm wrong, but I believe this was riveted.

Kind of does look like a drilled out rivot.

Either way, go to a hardware store and pick up some phosphate coated sheet metal screws of the length you think you'll need and you should be good.

Just did this. Got the rivets and backing plates from ACE hardware.

Mine were put in with screws and plastic anchors. The plastic anchors crumbled when I removed the bumper guards for paint. I have been trying to figure out I am going to reattach. Joe, do you have pictures or can your or someone explain how you rivited them in with the backing plate and how did you use backing plates in the fiberglass portion??? Not exactly sure what to do here....

I need more help with this, Rivets vs screws, What size and backing. I tried some screws but I could not get much purchase. May have been to small or short. By the way what is on the other side?

they are indeed rivets. Or were. I couldn't get rivets to stay in mine, so I switch to a sheet metal screw. Worked great.

All of mine on the left side were rivets. The right were also all rivets with the three center ones being broken. (All with a nice patina, so, I'll assume they are original) I used all the original backing plates (minus I one that I threw out in a fit of stupidity) and ACE aluminum 3/16 in diameter and 1/8 - 1/2 inch grip range rivets. Basically I just duplicated the way they were already installed in the car. The rivet and backing plate went from the bottom through the stiffener, then the rubber bumperette and finally the body of the car.
