ummm, well one hole in the story is the 'copy' episode. I've worked in DOD and you can't make copies of anything without clearance, and you have a key card that is tracked for copies, everything is tallied and accounted for. all hallways are monitored with CCTV. and your 'movements' are also tracked, employee key cards, etc... ofcourse this was the early 90's but it was also very common too. as to the rest, can't say....
Take a look at the "documents" attached to that story. I was reading the research report and the wording used seems legit. Of course, it is something that can be faked but still... you have to wonder...
The documents seem remarkably well typeset for 1987. Remember, in 87, single-user desktop publishing was in its infancy (i.e., Ventura, MultiMate). You pretty much had three fonts: Times Roman ("Dutch"), Helvetica ("Swiss"), and Courier (a monospace typewriter front). Those documents use a seemingly more modern font and seem way ahead of their time for scientific report from the 1980s.
Anyone that believes the images shown seriously needs to take some 3d modeling courses and a lesson in photoshop. Last I've been reading, this is all part of Microsoft/Bungie's feeble attempt at advertising for Halo 3 by using an "Alternate Reality Game".

Whew! Long story short.... fake. Anyone currious about this would probably have more fun discovering the connection of an ancient Aztec ritual and the game we all know as soccer(futbal).
Besides the bogus explanations, there is one big issue which makes me believe this is fake. Here it is: I read the documents, which are supposed to be reports of discoveries in that particular quarter. However, instead of referring to specific advances, the "report" clearly attempts to explain how the craft was sourced, how it all works, and so on, which is a huge departure from the "letter," which states that this information had been around for 20+ years. The people reading this quarterly report would not have required such a background, which in this case served only to perpetuate the "extraterrestrial" and mysterious link of the crafts. Not only that, the author of the letter mentions "types" of aliens, which is bull**** usually reserved for fringe lunatics. So yes, it's all fake. The pictures taken by random people? Fake. Notice how one is near a satellite dish and the other near power lines and how neatly this plays into the author's claims that electromagnetic forces temporarily enabled visibility. It's all too easy and it all fits together too well. Case closed.
No government documents even at the state level can be copied or even viewed without proper clearance. People are patted down before they are even allowed to see documents with a state observer present. Remember this is the process at the state level. From what I have been told all documents at a federal level have to be requested before clearance can be given. Then the documents have to be checked out and signed for by the party requesting them. Then the documents may not leave the site they are stored at. All documents are checked at checkout and re checked at check in for changes and vandalism. In the intelligence community no documents can be even inquired about without proper clearance. Then it is a complex system of key cards, id badges and loads of paper work. Even then the documents are not allowed to enter areas with copy machines, which by the way there are very few of and they are all monitored. Only very high level officials with the highest of security clearances are allowed to even remove the documents from certain sections of the building, and even then they cannot be entirely taken out of the building. It takes special clearance to copy the documents and then it is a whole other process to transport them that I really don't feel like typing out. The point is, since the "pentagon papers" the security has been ratcheted up, IT EXTREMELY HARD BORDERING IMPOSSIBLE TO DO SOMETHING LIKE THIS. It would have to be an inside job with dozens of people involved all of which stand to go to prison if caught. Only very public, very high ranking politicians can get away with stuff like this.
