Recently acquired an 86 328 and had planned on changing out the fuel lines later this winter once I consumed a bit more fuel from the tanks. Looks like I may need to start the project early as it seems one of the hoses has deteriorated to the point that there may be a small leak. Of course the car won't be started till this gets sorted out. The hose in question is #26 in the diagram below, in particular, where the hose meets the nipple on the top of the passenger side tank. I figure while I'm in the area I'll change out #66 as well as the three other hoses that lead from the top of the passenger side tank to the vapor separator. My question is whether these hoses can be changed without draining the tanks provided the system is depressurized. I'm assuming the answer is "yes" given that all the hoses in question connect to the top of the passenger side tank and the fuel gauge is currently 3/4 full. Any and all advice is much appreciated.

Yes, you've got that right -- but it's always a good idea to wrap a fuel connection that you are opening with a rag to catch any fuel spray/dribble (not important on the three nipples at the very top of the tank, but a little fuel could drip out of the hose #26 connections). Hose #26 is the excess fuel return line to the tank and must be fixed without running the engine (i.e., fuel pump) further.
