Im starting to look a bit more seriously for a 308 and it seems in every dash picture i see the tach is pointing at like ~500-1000 rpm. Is that normal for the tach to freeze in place when the engine shuts down or is there something else going on?

There's a peg there that the needle is resting on.

It's normal. I asked the same question at one time as well :) For whatever reason they don't bottom out at zero.
