IMHO apply green technology to A1GP, there are more cars and the cars are more equal, so you get some extra benefit immediately with less total work. Though there may be some conflict of interest, i.e. a competition series born from an oil-rich region would likely balk at using something other than oil :/
It was interesting to hear Steve Matchett comparing this year's cars to last. Because F1 scaled-back the abilities of the electronic engine controls they now run less efficiently, resulting in buildup and often detonation of unburnt fuel. So right there they have stepped back from "green" policy in favor of more visceral entertainment.
I don't think he's making the cars the villain. In fact, it seems he is trying to take them out of the cross-hairs that is the global warming machine gun. By automatically trying to make things green he has more control over, say the FiA or some government saying they pollute to much and denying F1 to race in that country. It makes sense and is fairly logical. I don't know about you guys but if they can find technology in f1 to get great gas mileage, making engines more efficient, and progressing simple technology, im all for it especially if it trickles down into road cars.
